Active Certifications & Compliance
ISPM-15 Heat Treatment Certification
International Plant Protection Convention (IPPC)
Our heat treatment facility is certified to process wood packaging materials to ISPM-15 standards, the international regulation that governs the treatment of wood used in international trade. Every treated pallet receives the official IPPC stamp with our unique facility identifier, allowing it to cross international borders without delay. We maintain detailed digital temperature logs for full traceability and can provide certificates of treatment upon request.

The ISPM-15 standard was developed by the Food and Agriculture Organization of the United Nations to prevent the international spread of invasive insects and plant diseases through wood packaging materials. Compliance requires that the core temperature of all wood components reach at least 56 degrees Celsius (132.8 degrees Fahrenheit) for a minimum of 30 continuous minutes. Our kiln is equipped with multiple digital temperature probes that monitor core wood temperature in real-time throughout the treatment cycle. Temperature data is logged electronically and archived for a minimum of five years, providing complete audit trail capability. We use heat treatment exclusively — no chemical fumigation — ensuring there is zero chemical residue on treated wood. Our facility undergoes annual third-party audits to maintain certification, and our treatment mark is registered with the USDA Animal and Plant Health Inspection Service (APHIS).
NWPCA Member
National Wooden Pallet & Container Association
As members of the National Wooden Pallet and Container Association, we adhere to industry best practices for pallet manufacturing, repair, and recycling. NWPCA membership signifies our commitment to quality, professionalism, and ongoing education in the pallet industry.

The NWPCA is the largest trade association in the United States representing the wood packaging industry, with over 700 member companies. As a member, Bakersfield Pallet Co. has access to industry research, technical standards, training programs, and benchmarking data. We participate in NWPCA educational programs to keep our team current on best practices, safety standards, and emerging regulations. Our NWPCA membership also connects us with a nationwide network of pallet companies, allowing us to source specific products or refer customers to trusted partners when needed. The association publishes the Uniform Standard for Wood Pallets, which serves as the foundation for our grading and quality control procedures.
Pallet Recycling Certification
California Department of Resources Recycling and Recovery (CalRecycle)
Our recycling operations comply with California state regulations for wood waste processing and recycling. We report our recycling volumes annually and maintain all required permits for wood waste handling, storage, and processing at our Bakersfield facility.

California has some of the most stringent waste management and recycling regulations in the country. Our CalRecycle compliance covers all aspects of our wood waste handling operations, including the storage of incoming pallet inventory, the dismantling process, wood chipping operations, and the distribution of recycled wood products (mulch, bedding, biomass). We report our annual recycling volumes to CalRecycle and maintain a waste diversion rate of 98 percent — well above the state target. Our facility is inspected periodically by state regulators, and we have maintained full compliance since the beginning of our operations. Sustainability Director Wren Castellano oversees our CalRecycle reporting and ensures all documentation is current and accurate.
Business License & Permits
City of Bakersfield / Kern County
Fully licensed and permitted to operate in Bakersfield, California. All business licenses, fire permits, and environmental permits are current and in good standing. Our facility at 3240 Patton Way meets all local zoning, safety, and environmental requirements.

Operating a pallet processing facility requires compliance with multiple layers of local regulation. Our permits include a City of Bakersfield business license, a Kern County Air Pollution Control District permit for our wood chipping operations, a fire department permit for our heat treatment kiln and wood storage areas, and a stormwater management permit for our outdoor yard. We maintain a formal relationship with the Bakersfield Fire Department, who conducts regular inspections of our facility. All permits are renewed on schedule and copies are maintained in our compliance files. We also carry comprehensive general liability insurance, commercial auto insurance for our delivery fleet, and workers compensation coverage for all employees.
OSHA Workplace Safety Compliance
Occupational Safety and Health Administration
Our facility operates in full compliance with OSHA workplace safety standards. We maintain documented safety protocols, conduct regular training, and perform ongoing hazard assessments to protect our team members and visitors.

Our delivery fleet includes flatbed trucks, box trucks, and trailers that operate within the Bakersfield area and across the Central Valley. All vehicles are maintained according to DOT standards with regular preventive maintenance schedules, pre-trip and post-trip inspection procedures, and annual DOT safety inspections. Our drivers hold valid commercial driver licenses (CDL) where required and complete ongoing safety training. Vehicle maintenance records, driver qualification files, and hours-of-service documentation are maintained in compliance with Federal Motor Carrier Safety Administration (FMCSA) regulations. This ensures safe and reliable delivery service for every order.
Our Quality Management Principles
Beyond formal certifications, Bakersfield Pallet Co. operates according to a set of quality management principles that guide every aspect of our operations. These principles are championed by Operations Manager Oakley Thorne and embedded into our daily work.
Standardized Grading
Every pallet is graded according to our documented grading protocol, which defines specific criteria for Grade A, B, and C classifications. Grading is not subjective — it follows measurable standards for structural integrity, dimensional accuracy, cosmetic condition, and fastener security. Our grading team members are trained and calibrated regularly to ensure consistency.
Multi-Point Inspection
Our process includes multiple inspection checkpoints. Pallets are assessed at intake, after sorting, after repair (if applicable), and again before entering sales inventory. This layered approach catches quality issues at the earliest possible stage and prevents substandard pallets from reaching customers.
Documented Procedures
All quality-related procedures are documented, including grading criteria, repair standards, heat treatment protocols, and final inspection checklists. These documents are reviewed and updated annually to incorporate lessons learned, customer feedback, and changes in industry standards.
Continuous Improvement
We track quality metrics including customer satisfaction rates, grade accuracy, return rates, and complaint resolution times. These metrics are reviewed monthly by the management team and used to identify areas for improvement. Our quality program is never static — it evolves with our business and our customers needs.
Customer Feedback Loop
We actively solicit feedback from customers after every delivery and use that input to refine our processes. If a customer reports a quality concern, we investigate the root cause and implement corrective action. Our formal complaint resolution process ensures every issue is documented, addressed, and tracked to closure.
Traceability
Our inventory tracking system creates a digital trail from intake to sale for every pallet. This means we can trace any pallet in our yard back to its source, its processing history, and its current grade. For heat-treated pallets, we maintain batch-level temperature logs that can be provided to customs authorities or customer auditors upon request.
Quality Commitment
Under the leadership of Oakley Thorne, our operations team follows documented quality procedures for every stage of our process — from intake grading through final delivery inspection. We maintain a formal complaint resolution process and track quality metrics to ensure continuous improvement.
Our quality commitment extends to every member of our team. All employees complete quality training during onboarding, and ongoing training sessions reinforce our standards. We believe that quality is not the responsibility of a single department — it is a company-wide discipline that requires vigilance at every step.
If you ever receive a product that does not meet your expectations, we make it right. Our satisfaction guarantee ensures that any quality concern is resolved promptly with a replacement, credit, or other solution that works for you.
Environmental Commitment
Our sustainability practices are not just marketing — they are documented, measured, and reported. We track our waste diversion rate, carbon savings, and recycling volumes annually. Sustainability Director Wren Castellano leads this effort and works directly with partner customers to provide environmental impact data for their ESG and sustainability reporting.
Key environmental metrics we track include: total pallets diverted from landfill, board feet of lumber reused through repair, volume of wood chips produced for mulch and biomass, metal recycled from fastener recovery, and estimated carbon dioxide equivalent savings from our recycling operations.
