Food-Grade Pallet Standards

The food and beverage industry has some of the strictest requirements for pallet quality and hygiene. Contaminated or damaged pallets can lead to product recalls, regulatory fines, and brand damage. In the United States, the FDA estimates that foodborne illness costs the economy over $15 billion annually — and contaminated packaging materials, including pallets, are a recognized contributing factor.

At Bakersfield Pallet Co., we take food safety as seriously as our food industry customers do. Our Sustainability Director, Wren Castellano, oversees our food-grade pallet quality program, ensuring that every pallet we supply to food and beverage operations meets the highest standards for cleanliness, structural integrity, and regulatory compliance.

We maintain a dedicated inventory of Grade A pallets specifically for food and beverage customers. These pallets are inspected for cleanliness, structural integrity, and compliance with food safety standards. They are stored separately from industrial-grade inventory in covered storage areas that protect against moisture, pests, and environmental contamination.

Whether you operate a fresh produce cold storage facility, a beverage bottling plant, a dairy processing facility, or a dry goods distribution center, Bakersfield Pallet Co. has the expertise and inventory to keep your supply chain compliant and moving.

Clean & Inspected

Every food-grade pallet is visually inspected on all six surfaces for contamination, staining, mold, insect activity, and foreign materials. Pallets that do not pass are diverted to non-food applications.

FSMA Compliant

Our pallets meet Food Safety Modernization Act requirements for sanitary transportation. We maintain documentation systems that support your FSMA audit requirements and can provide inspection records on request.

Cold Storage Ready

Pallets selected for moisture resistance and dimensional stability in cold environments. We offer both kiln-dried wood pallets and plastic pallets for sub-zero applications where wood performance may degrade.

Plastic Options

For maximum hygiene, our plastic pallets can be steam-cleaned, pressure-washed, and sanitized between uses. Ideal for dairy, meat processing, and any operation with wet or corrosive environments.

Traceability

Batch tracking and documentation available for food safety audit requirements. Each shipment can be traced to inspection date, grade classification, and source material lot for full supply chain transparency.

Heat Treated

ISPM-15 compliant pallets for international food export shipments. Our on-site heat treatment kiln ensures consistent availability of export-ready pallets throughout the year.

Mold Prevention

Wood pallets for food use are stored under cover and monitored for moisture content. Pallets exceeding 19% moisture are diverted to non-food applications. Kiln-dried options available for maximum mold resistance.

Chemical-Free Options

For organic food processors and operations requiring chemical-free packaging, we supply pallets constructed from untreated, kiln-dried lumber with no chemical preservatives or coatings.

Consistent Grading

Our food-grade inspection criteria are standardized and documented. Every inspector follows the same checklist, ensuring that the pallet quality you receive this month is identical to what you received last month.

Regulatory Compliance Deep Dive

Food and beverage operations must navigate a complex landscape of regulations, certifications, and customer requirements related to packaging materials. Understanding these requirements helps you choose the right pallet program and avoid costly compliance failures.

FSMA Sanitary Transportation Rule

CFR Part 1, Subpart D

The Food Safety Modernization Act's Sanitary Transportation of Human and Animal Food rule establishes requirements for shippers, carriers, and receivers to ensure that food is transported under conditions that prevent contamination. Pallets are classified as "equipment" under FSMA and must be maintained in a sanitary condition.

Key Requirements:

  • Pallets must be free from visible contamination, including dirt, chemicals, biological residues, and foreign materials
  • Wood pallets must not have conditions that could harbor pests or mold
  • Pallets used for food contact must be structurally sound with no broken boards or protruding fasteners
  • Shippers must have procedures in place to assess pallet condition before loading
  • Documentation of pallet sourcing and inspection should be maintained for FSMA audits
Our Approach

Every food-grade pallet from Bakersfield Pallet Co. undergoes a multi-point inspection covering structural integrity, surface cleanliness, moisture content, and foreign material checks. We provide inspection documentation upon request for FSMA audit compliance.

Food Grade Material Requirements

FDA 21 CFR, GFSI Benchmarks

Food-grade pallets must be constructed from materials that do not pose a risk of chemical or biological contamination to food products. While the FDA does not specifically regulate wooden pallets, food manufacturers operating under GFSI-benchmarked standards (SQF, BRC, FSSC 22000) must demonstrate that all materials in their supply chain, including pallets, meet food safety criteria.

Key Requirements:

  • Wood must not have been treated with chemical preservatives such as CCA (chromated copper arsenate)
  • Pallets should be free from visible mold, fungal growth, and insect activity
  • No evidence of prior use with toxic or hazardous materials
  • Moisture content below 19% to inhibit mold growth
  • No strong odors that could transfer to food products (critical for snack foods, beverages, and dairy)
Our Approach

We source our wood exclusively from reputable mills. Our food-grade pallets are segregated from industrial-grade inventory and stored in covered areas to minimize moisture exposure and contamination risk. Grade A food-grade pallets are inspected on all six surfaces.

ISPM-15 International Phytosanitary Standards

FAO International Standard

Any food or beverage product shipped internationally on wooden pallets must comply with ISPM-15, which requires heat treatment or methyl bromide fumigation to eliminate wood-boring insects. This standard is enforced at ports of entry worldwide, and non-compliant shipments can be rejected, fumigated at the shipper's expense, or destroyed.

Key Requirements:

  • Wood must be heat-treated to a core temperature of 56 degrees Celsius for a minimum of 30 minutes
  • Each pallet must bear the ISPM-15 compliance mark including country code, producer number, and treatment type (HT)
  • Marks must be legible and permanent (not applied by sticker)
  • Pallets must be constructed entirely from treated wood — a single untreated component renders the entire pallet non-compliant
  • Regular audits by the National Plant Protection Organization (NPPO) ensure ongoing compliance
Our Approach

Bakersfield Pallet Co. maintains ISPM-15 certification through the American Lumber Standard Committee. Our heat treatment kiln operates year-round to ensure a consistent supply of export-ready pallets for food and beverage exporters throughout the Central Valley.

Temperature Zone Pallet Requirements

Food and beverage products are stored and transported across a wide range of temperatures, from ambient dry storage to blast freezing. Each temperature zone places different demands on pallet materials and construction. Choosing the wrong pallet for your temperature environment can result in structural failure, contamination, or product damage.

Ambient / Dry Storage (60-80 degrees F)

Pallet Requirements

Standard wood pallets are suitable. Grade A for food contact, Grade B acceptable for non-contact warehouse storage. Moisture content below 19% to prevent mold in enclosed warehouses.

Common Products

Canned goods, dry pasta, snack foods, bottled water, shelf-stable beverages, pet food

Cool Storage (35-55 degrees F)

Pallet Requirements

Wood pallets selected for low moisture content and dimensional stability. Avoid pallets with visible warping or cupping. Kiln-dried lumber preferred to minimize moisture absorption in cool environments.

Common Products

Fresh produce, dairy products, eggs, fresh juice, deli meats, bakery products

Cold Storage / Refrigerated (28-35 degrees F)

Pallet Requirements

Pallets must withstand sustained cold temperatures without becoming brittle. Hardwood stringers recommended for structural components. Plastic pallets are an excellent alternative for permanent cold storage racking.

Common Products

Fresh meat, seafood, fresh fruit, fresh vegetables, refrigerated beverages, yogurt

Frozen Storage (0 degrees F and below)

Pallet Requirements

Extreme conditions require pallets with exceptional moisture resistance. Wood pallets must be kiln-dried and should be acclimated to cold gradually. Plastic pallets excel in frozen environments — they do not absorb moisture, resist cracking, and maintain consistent dimensions.

Common Products

Frozen meals, ice cream, frozen vegetables, frozen meat, frozen bakery products

Blast Freezing (-20 to -40 degrees F)

Pallet Requirements

Only plastic or specially engineered wood pallets should be used. Standard wood pallets can crack and become structurally compromised under blast freezing conditions. All pallets must be free of surface moisture before entering the blast freezer.

Common Products

Rapid-freeze produce, individually quick-frozen (IQF) products, flash-frozen seafood

Retailer & Distributor Pallet Requirements

Food and beverage manufacturers often ship to multiple retail channels, each with different pallet specifications. Non-compliant pallets can result in shipment rejection at the receiving dock, chargebacks that erode your margins, and damaged retailer relationships that take years to rebuild. Oakley Thorne, our Operations Manager, stays current on major retailer specifications to ensure our food-grade pallets meet every channel's requirements.

Major Grocery Chains

Strictness: High

Grade A 48x40 GMA pallets. No broken boards, protruding nails, or visible contamination. Pallets must support minimum 2,500 lbs dynamic load. Many chains require 4-way entry and will reject 2-way pallets.

Club / Warehouse Stores

Strictness: Very High

Premium Grade A pallets with near-new appearance. These pallets are visible to shoppers on the warehouse floor. No staining, no markings, and consistent coloring. Some locations require specific board configurations.

Natural / Organic Retailers

Strictness: High

Grade A pallets with documentation of material sourcing. No chemical treatments. Preference for heat-treated pallets and pallets with chain-of-custody documentation for sustainably sourced wood.

Convenience / Dollar Stores

Strictness: Moderate

Grade A or high-Grade B pallets. Standard 48x40 dimensions. Less stringent on appearance but strict on structural integrity and dimensions for automated distribution center processing.

Foodservice Distributors

Strictness: Moderate-High

Grade A pallets for multi-stop deliveries. Pallets must withstand frequent handling and multiple loading/unloading cycles. 4-way entry essential for restaurant and institutional deliveries with limited dock access.

Hygiene Standards & Best Practices

Pallet hygiene is not just about regulatory compliance — it is about protecting your brand, your customers, and your bottom line. A single contamination incident linked to a dirty pallet can result in a product recall costing hundreds of thousands of dollars, plus long-term damage to consumer trust.

At Bakersfield Pallet Co., our food-grade hygiene program goes beyond basic visual inspection. We have developed a comprehensive approach that addresses the full lifecycle of food-grade pallets, from sourcing through delivery and beyond.

Our inspection process evaluates every food-grade pallet on the following criteria: surface cleanliness (both top and bottom decks), absence of mold or fungal growth, absence of insect activity or damage, structural integrity of all boards and stringers, fastener condition (no protruding or missing nails), and absence of chemical staining or odor.

Pallets that pass food-grade inspection are marked with our internal food-grade designation and stored in our covered food-grade inventory area. This segregation ensures that food-grade pallets are never mixed with industrial-grade inventory during storage or loading.

Packaging Compatibility Considerations

Different food and beverage packaging formats have different pallet requirements. Understanding these relationships helps ensure product integrity from your facility to the end customer.

Corrugated Cases (Dry Goods)

Standard Grade A wood pallets. Smooth top deck surface to prevent case abrasion. Board spacing must support case dimensions without sagging.

Shrink-Wrapped Bundles (Beverages)

Pallets with full or near-full top deck coverage. No gaps that could cause individual bottles or cans to fall through. Consistent dimensions for shrink-wrap machine compatibility.

Waxed Boxes (Fresh Produce)

Clean, dry pallets with no mold or biological residues. Waxed boxes are slippery — pallets must be level and dimensionally consistent to prevent load shifting.

Bulk Bins (Processing)

Heavy-duty pallets rated for bin weights up to 2,000 lbs. Reinforced stringer construction. Compatible with bin dump equipment.

Bag-in-Box / Liquid Containers

Full deck construction to support liquid weight distribution. No surface imperfections that could puncture flexible packaging.

Glass Bottles / Jars

Premium Grade A pallets with zero protruding fasteners. Level surface critical to prevent breakage. Vibration dampening important for transport.
